        The Government Records Section is part of the Department of Natural and Cultural Resources, Division of Archives and Records. Its primary mission is to provide and administer records management services to state government agencies, local government agencies, and state-supported institutions of higher education in North Carolina in accordance with General Statutes and . The State Administrative Manual (SAM) is a reference resource for statewide policies, procedures, requirements and information developed and issued by authoring agencies which include the Governor's Office, Department of Finance (DOF), Department of Human Resources (CalHR), Department of General Services (DGS), and the California Department of Technology (CDT).

      Records management governs the practice of formalised records programs, and of any officer who creates or uses records in the course of their business activities.
